Relative velocity of photon -- some doubts?

It depends on your point of view. When viewed from outside (The theoretical motionless observer) they are moving apart at 2c. Neither photon is aware of a photon that has past it. If the photons are approaching each other from outside still 2c. From inside, they still cannot see each other until the moment they pass at that moment they will each see the other moving at c.
